Well, there's only so many places it can go, start looking for where it's going. It's either leaking externally, putting it in the cooling system, sucking it through the pcv system or burning it. External and cooling system would be pretty obvious, pcv system plumbing wet/dry will tell that story. If it's not found by this point, it's either valve seals/guides or rings/cylinders. Replacing valve stem seals shouldn't be that big of deal, if it still burns oil, it's rings/cylinders.

if its leaking into the water jacket it should be obvious when you pop the radiator cap. it'll look like a foam in there.
i usually just see that whits gunk on cars that have been sitting a while, the oil absorbs moisture and it does that

Blown head gasket. Your oil is getting burned in the combustion chamber. How much smoke are you getting out of the tail pipes?

That in and of itself can do it. If your oil return holes are partially blocked, oil will puddle up in the valve area, and literally POUR through the valve guides. The seals aren't designed for submersion....:) This car have cats on it??? You won't see oil going through it with cats. If that's the case, your cats are probably done or near it.
You don't happen to have a late 70's, early 80's block do you?? They had some REAL CRAPPY ones in there.
Actually, on second thought, I suspect you have pcv problems too. I have exxentially the same car, and we're in the same state, so the weather's close. No build up in mine.
Bring it here, I'll show ya where it's goin...
