sorry for the bad feelings gentelmen on last post! but what about their
shortblocks (i dont have $2000 to spend ) if i use their level 20 and
a scat rotating ass. and put it together myself ? i do have the experiance.

Personally I think you will be spending too much for a stock block.

Just find a good block, take it to a reputable machine shop and make sure the assembly is balanced correctly, add a girdle and you will have a shorty should last for a long time.
